The EU industry has taken note of the European Commission’s preliminary information on anti-dumping duties on hardwood plywood from China. At the same time, it stressed the need to closely monitor attempts to circumvent the rules.
Brussels, May 12, 2025 – The Greenwood Consortium has taken note of the duty rates proposed by the Commission, as disclosed in the EC’s preliminary disclosure. At the same time, the Consortium calls on the Commission to take further steps.
The EC’s decision was taken in the context of the ongoing EU anti-dumping investigation against imports of hardwood plywood from China, which was initiated by the European Commission in October 2024 following a formal complaint lodged by the EU industry representing 17 hardwood plywood producers from across the European Union.
The Greenwood Consortium had previously identified significant levels of dumping and injury for various types of Chinese hardwood plywood. The information published by the Commission clearly confirms the existence of the practice and reveals the level of the planned provisional anti-dumping duties for Pizhou Jiangshan Wood Co., Ltd at 25.1% and 62.4% for all other Chinese companies. At the same time, the EC confirmed the high level of injury in this case, which amounted to 144.3% and 192.7%, respectively, according to the Commission.
Detailed information on the methodology used by the Commission to arrive at the above findings will be made available to the Greenwood Consortium for review and comment at the provisional stage of the current proceeding in June 2025. The Greenwood Consortium is preparing and will submit its detailed comments to the Commission on the proposed level of provisional anti-dumping duties on hardwood plywood from China published by the EC.
If the anti-dumping investigation results in a decision to impose definitive duties and in view of the registration of imports of hardwood plywood from China since December 2024, the duties announced today may ultimately be imposed retroactively on importers from that date.
“We have taken note of the preliminary information on anti-dumping duties. At the same time, we call on the Commission to be attentive and vigilant. We are already seeing the first attempts to circumvent the duties through minor and economically unjustified product modifications. We have also uncovered evidence of falsification of cargo labels and the illegal import of timber from Russia to the EU via China. We expect the Commission to take decisive action to prevent these unfair and illegal practices.”
The imposition of anti-dumping duties will not place end users at a disadvantage, as there are other sources of supply within the EU, such as EU producers themselves or imports from third countries.
