Registration of Chinese hardwood plywood shipments at EU borders has begun

The European Commission has announced the start of registration of all shipments of hardwood plywood originating in China. The decision, published in Implementing Regulation (EU) 2024/3140, is part of an anti-dumping investigation launched in October 2024 to protect the EU market from unfair trade practices by Chinese importers of hardwood plywood. The EU regulation applies in all EU countries and enters into force immediately.

Registration will allow retroactive duties to be imposed on imported shipments if the Commission decides to impose provisional or definitive duties. This procedure includes the possibility of imposing retroactive duties prior to their announcement and is intended to prevent importers from building up stocks.

According to data presented in the Greenwood consortium’s application, referred to by the European Commission in the Regulation: “For the period from April 1, 2023 to March 31, 2024, the allegations contained in the complaint requesting the initiation of an anti-dumping investigation for the product concerned estimate that the dumping margins range between 89% and 335%, depending on the type of hardwood, and the injury elimination level is approximately 224%.”

This is a very important step towards imposing duties and settling them, if the anti-dumping investigation is successful, as it covers two aspects: firstly, ensuring fair competition on the EU market, and secondly, showing the scale of potential duties that could be imposed on imported plywood from China.”

The Greenwood Consortium, which represents over 25% of hardwood plywood production in the EU, emphasizes that many Chinese products, including low-quality disposable plywood, are negatively affecting the EU market. The consortium also pointed out attempts by Chinese manufacturers to avoid tariffs through artificial product modifications.
The start of registration is a key element in ensuring the transparency and effectiveness of the procedure, which aims to protect the European economy from dumping and support the sustainable development of the plywood sector in the EU.
