EU strikes against unfair plywood imports from China – up to 62.4% more for Chinese hardwood plywood starting 11 June

As of 11 June 2025, provisional anti-dumping duties of up to 62.4% will apply to Chinese hardwood plywood. This decision was announced today by the European Commission through the publication of the relevant regulation in the Official Journal of the EU. The duties will remain in force for six months – until the conclusion of the ongoing investigation and the determination of the final duty levels.

The European Commission’s decision is a response to longstanding dumping practices and attempts by certain Chinese exporters to circumvent existing regulations. Notably, for the first time, the Commission is also introducing a monitoring mechanism for imports of modified products – including hardwood plywood with outer layers covered by a thin softwood veneer, a method used to misclassify the product under customs codes not subject to anti-dumping duties.

The new provisions allow for the creation of separate TARIC codes for such products within CN codes 4412 10 00 and 4412 39 00, paving the way for further anti-dumping investigations under Article 13 of Regulation (EU) 2016/1036.
